Al fine di creare un futuro migliore per la propria comunit\u00e0 e organizzare attivit\u00e0 che potrebbero promuovere il loro patrimonio culturale, aumentare le loro opportunit\u00e0 di lavoro, la loro inclusione sociale e il loro livello di collaborazione con la societ\u00e0 civile. Tutte queste attivit\u00e0 che stanno cercando di organizzare, hanno bisogno di finanziamenti per essere implementate con successo. Ottenere fondi tramite gare d'appalto pubbliche \u00e8 una delle questioni principali per le organizzazioni rom poich\u00e9 molte di queste offerte sono scritte in modo complesso e coloro che fanno domanda per gare d'appalto pubbliche hanno bisogno di conoscenze preliminari relative al processo di candidatura. A causa della mancanza di istruzione formale acquisita tra la comunit\u00e0 rom e della complessit\u00e0 dei moduli di domanda, le organizzazioni rom raramente fanno domanda per fondi pubblici che contribuirebbero ad arricchire le loro attivit\u00e0. Attraverso le risposte dei partecipanti sarai in grado di concludere che il numero di questi progetti \u00e8 basso.<\/li>\n<li> Distribuire i risultati degli appalti pubblici nazionali o locali dell&#8217;anno passato; dare a ciascuno i propri risultati, chiedere ai partecipanti di contrassegnare i progetti approvati e rifiutati per i quali le organizzazioni rom hanno fatto domanda e condividere i loro risultati.<\/li>\n<li> I risultati saranno sempre gli stessi: c&#8217;\u00e8 un numero molto basso di progetti approvati da organizzazioni rom e ci saranno alcune organizzazioni rom che hanno presentato domanda per appalti pubblici, ma le loro domande non sono state approvate.<\/li>\n<li> Creare una discussione aperta sui motivi per cui le organizzazioni rom non hanno successo mentre fanno domanda per gare d&#8217;appalto pubbliche. Chiedi a ogni persona di fornire almeno tre motivi a cui pu\u00f2 pensare. Chiedi al rappresentante Rom di fornire ulteriori esempi del motivo per cui non hanno successo come altre organizzazioni.<\/li>\n<li> Distribuire un semplice esempio di gara pubblica e il modulo di domanda in lingua romani. Concedi ai partecipanti 15 minuti per compilare le informazioni (possono utilizzare smartphone, computer, ecc.). Durante i 15 minuti possono comunicare con un rappresentante Rom che pu\u00f2 rispondere solo in lingua Romani.<\/li>\n<li> Chiedi ai partecipanti come si sono sentiti mentre cercavano di completare l&#8217;attivit\u00e0. Molti di loro risponderanno che si sentono frustrati, non sono stati in grado di capire e completare l&#8217;attivit\u00e0 a causa della barriera linguistica. Presenta che questo \u00e8 spesso un problema che si verifica per molte persone rom poich\u00e9 la lingua rom \u00e8 la loro lingua madre e spesso non sono in grado di comunicare in altre lingue come possono nella loro lingua.<\/li>\n<li> Dividere il gruppo in due parti. Cerca una persona affidabile che abbia gi\u00e0 una certa esperienza con la candidatura a gare d&#8217;appalto pubbliche al fine di creare discussioni fruttuose che potrebbero avvantaggiare entrambi; decisori e comunit\u00e0 rom.<\/p>\n<p>Raccogliere materiali e preparare un rapporto, che pu\u00f2 essere successivamente inviato ai decisori a livello nazionale al fine di renderli consapevoli delle possibili misure che potrebbero garantire pari opportunit\u00e0 alla comunit\u00e0 rom.<\/p>\n<p>Implementare questo seminario per un gruppo di partecipanti che provengono da diverse istituzioni al fine di monitorare una variet\u00e0 di misure che le istituzioni nazionali hanno sviluppato collaborando con la minoranza rom.<\/p>\n<p>&nbsp;<\/p>\n<h5>SUGGERIMENTI PER IL FOLLOW-UP:<\/h5>\n<p>Chiedere ai partecipanti di discutere con i loro colleghi sul lavoro le questioni evidenziate durante il seminario e di divulgare i risultati del seminario. All these activities that they are trying to organize, need funding in order to be successfully implemented. Getting funds through public tenders is one of the main issues for Roma organizations as many of these tenders are written in a complex way and those who are applying for public tenders need prior knowledge related to the application process. Due to the lack of acquired formal education among Roma community and the complexity of application forms, Roma organizations rarely apply for public funds that would help enrich their activities. When they do apply for funds, they rarely get a positive response, which negatively influences their level of motivation and the quality of programs they\u2019re running.<\/p>\r\n<p>Throughout the project, we discussed various measures that could benefit Roma communities with additional support that could increase their competitiveness while applying for funds. One of the main issues is that the decisionmakers that are evaluating applications, lack the specific knowledge on Roma communities and do not have an in-depth understanding of their backgrounds, which makes it difficult for them to include the principles of positive discrimination into their consideration.<\/p>\r\n<p>\u00a0<\/p>\r\n<h5>THEME:<\/h5>\r\n<p>Discrimination, Positive Discrimination, Decisionmakers, Roma Community<\/p>\r\n\u00a0\r\n<h5>GROUP SIZE:<\/h5><p>5 \u2013 10 participants<\/p>\r\n\u00a0\r\n<h5>TIME:<\/h5><p>90 minutes<\/p>\r\n\u00a0\r\n<h5>OVERVIEW:<\/h5>\r\n<p>Through the methods of non-formal learning, the decisionmakers get familiar with issues of Roma community that influence their ability to apply for public tenders, they develop strategies that could improve the situation and learn to be more emphatic towards Roma Community.<\/p>\r\n\u00a0\r\n<h5>RELATED RIGHTS:<\/h5>\r\n<ul>\r\n<li>No discrimination<\/li>\r\n<li>Equal opportunities<\/li>\r\n<li>Right to Cultural, Artistic and Scientific Life<\/li>\r\n<\/ul>\r\n\u00a0\r\n<h5>OBJECTIVES:<\/h5>\r\n<ul>\r\n<li>To make decisionmakers aware of the skills and competences of Roma organizations in relation to their ability of applying for the public tenders<\/li>\r\n<li>To make decisionmakers aware of the principles of positive discrimination<\/li>\r\n<li>To raise awareness about Roma community\u2019s attempts to actively participate in the public space through implementation of the projects,<\/li>\r\n<li>To create strategies through which decisionmakers could offer support minority members in trying to acquire funds for implementing projects that would positively impact their social inclusion<\/li>\r\n<\/ul>\r\n<p>\u00a0<\/p>\r\n<h5>MATERIALS:<\/h5>\r\n<ul>\r\n<li>Short text and a simple application for a tender in Roma language<\/li>\r\n<li>Results of public tenders done by ministries and national agencies in which the projects applied by Roma organizations are marked<\/li>\r\n<li>Blank papers and markers<\/li>\r\n<li>Flipchart<\/li>\r\n<\/ul>\r\n\u00a0\r\n<h5>PREPARATION:<\/h5>\r\n<ul>\r\n<li>Create a very simple example of a public tender and a very simple application form, translate it into the Roma language<\/li>\r\n<li>Search for various results of public tenders (on national or local level) in which Roma organizations have participated,<\/li>\r\n<li>Contact a representative of a local Roma organization and invite him\/her to participate in the activity in order to give more details about the issues they\u2019re trying to overcome while applying for public tenders<\/li>\r\n<\/ul>\r\n<p>\u00a0<\/p>\r\n<h5>INSTRUCTIONS:<\/h5>\r\n<ol>\r\n<li>Ask the group of participants about the number of approved projects created by Roma organizations in the past year. Through the answers of the participants you\u2019ll be able to conclude that the number of these projects is low.<\/li>\r\n<li>Distribute the results of national or local public tenders from the past year; give each person their own results, ask the participants to mark the approved and declined projects for which Roma organizations have applied and share their findings.<\/li>\r\n<li>The results will still be the same \u2013 there is a very low number of approved projects by Roma organizations and there will be quite some Roma organizations that applied for public tenders, but their applications weren\u2019t approved.<\/li>\r\n<li>Create an open discussion about the reasons why Roma organizations aren\u2019t being successful while applying for public tenders. Ask each person to give at least three reasons they can think of. Ask Roma representative to give additional examples why they aren\u2019t as successful as other organizations.<\/li>\r\n<li>Distribute a simple example of a public tender and the application form in Roma language. Give the participants 15 minutes to fill in the information (they can use smartphones, computers, etc.). During the 15 minutes they can communicate with a Roma representative who can only reply in Roma language.<\/li>\r\n<li>Ask the participants about how they felt while they were trying to complete the task. Most of them will reply that they felt frustration, they couldn\u2019t understand and complete the task due to the language barrier. Present that this is often a problem that occurs for many Roma people as Roma language is their mother tongue and they often cannot communicate in other languages as well as they can in their own language.<\/li>\r\n<li>Split the group into two parts. Ask them what kind of service they could offer to Roma organizations so they could be more successful while applying for public tenders. Make them write their ideas on the flipchart and present their ideas.<\/li>\r\n<li>Discuss the ideas together, think of which of these ideas could really be implemented, ask the Roma representative to give his\/her own opinion on the suggested measures.<\/li>\r\n<\/ol>\r\n<p>\u00a0<\/p>\r\n<h5>DEBRIEFING AND EVALUATION:<\/h5>\r\n<ul>\r\n<li>Were you aware of the issue before the workshop? Search for a reliable person that already has some experience with applying for public tenders in order to create fruitful discussions that could benefit both; decisionmakers and Roma community.<\/p>\r\n<p>Gather materials and prepare a report, which can later be sent to decisionmakers on national level in order to make them aware of the possible measures that could ensure equal opportunities for Roma community.<\/p>\r\n<p>Implement this workshop for a group of participants that are coming from different institutions in order to monitor a variety of measures national institutions have developed while collaborating with Roma minority.<\/p>\r\n<p>\u00a0<\/p>\r\n<h5>SUGGESTIONS FOR FOLLOW-UP:<\/h5>\r\n<p>Ask the participants to discuss the issues that were pointed out during the workshop with their colleagues at work and disseminate the results of the workshop.
